TENNESSEE FILM, ENTERTAINMENT & MUSIC COMMISSION FILM AND TELEVISION INCENTIVES

The state has developed TWO incentive plans to create economic and community development and to promote film and television production in the state.

With the combination of the two incentives, your production can receive a possible total of 32% of your qualified Tennessee Spend!  Includes 15% of P&A!  And don't forget Memphis & Shelby County's additional filming incentives--crew wage refunds up to 50%!

LOCAL INCENTIVES:

CREW WAGE REFUNDS -- UP TO 50%!

MEMPHIS & SHELBY COUNTY FILM COMMISSION/MEMPHISED

PRODUCTION TRAINING PROGRAM:

CRITERIA HIGHLIGHTS

*An incentive in the form of a maximum 50% wage refund for training permanent residents of Memphis and Shelby County is offered to film and television productions which have been pre-qualified by the Tennessee Film Commissioner and Tennessee state government as eligible for Tennessee’s film and television incentives program(s).


*An incentive in the form of a cash stipend at the pre-approved rate of $ (varies) per hour will be provided to the supervisory crew person who provides the majority of the on-the-job training for the selected trainee from Memphis and Shelby County.  Note: it is not necessary for the film company to hire the trainee as an additional crew person who would not otherwise have been hired.

*It is understood that the production company would initially pay all of the trainee’s wages, with MemphisED (formerly The City and County) refunding up to 50% of the wages after the trainee finishes employment and after the production company qualifies for payment of the Tennessee state filming incentives. (It is also at this same time that the trainer would receive his cash stipend.) All payments would be retroactive to the date of the trainee’s first day of employment by the production company, except in cases where training did not begin on that day. Covered hours must reflect actual training time.


*If signatory to a trade/professional union, the production company would also be responsible for payment of the trainee’s union benefits to the appropriate union local.

* Payment will be made directly to the production company by the Memphis & Shelby County Film and Television Commission, after approval by the MemphisED Administrator, the Commission Board Chairman,  and the Commissioner of the Memphis and Shelby County Film and Television Commission. The Commission C.P.A. must pre-approve invoices. Payment would consist of a maximum 50% refund of the trainee’s wages. Payment will be made directly to the trainer by the Memphis & Shelby County Film and Television Commission.


*The trainee must not possess an excess of (varies as per type of production) number of days’ credit on previous productions for the specific crew position for which he was hired.


*The trainee must receive not only training/further training in the position for which he is hired, but also 15-20% of his duties must be duties traditionally associated with the next advanced position in the department in which he works.


*The Memphis & Shelby County Film Commission/MemphisED Production Training Program is competitive;  the individual recommended for the program must have professional references demonstrating above-average work performance, professional work habits, a strong work ethic, and positive interpersonal skills. If the production company is signatory to a union, the appropriate union(s) may also be involved in the selection process.
